Various user I support were getting “the command is not available” error message when they tried to turn off out of office assistant in Oulook 2003.
Finally found a solution from Microsoft KB 327353.
Remove/rename
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Resiliency

Change Access 2003 macro security to low through the registry.
HKEY_CURRENT_USER\Software
\MicÃÂrosoft\Office\11.0\Access\SecuÃÂrity
Add DWORD key “Level” and set it to 1

It happens while user is trying to attach files to an email
Solutions:
1. Switch email format to HTML or Plain Text, I noticed it only happen to Rich-Text emails.
2. Clear OLK secure temp folder
You can find the path to OLK temp folder under this registry key
[HKEY_CURRENT_USER\Software
\Microsoft\Office\10.0\Outlook\Security]
(If you are using Outlook 2003, change ‘10.0′ to ‘11.0′)
